The Bell School is considered to be the first school established for African Americans in the city. It was founded in 1807 by George Bell, Nicholas Franklin, and Moses Liverpool, all formerly enslaved, who worked as caulkers nearby at the Navy Yard. The Navy Yard, founded in 1799, employed a wide range of skilled labor, and a large working-class community developed nearby.
